LIHI Announces Plan for Cloverleaf Tiny House Village in South Park, Seattle

Seattle, WA – The Low Income Housing Institute (LIHI) is pleased to announce plans for Cloverleaf Village, a new 90-unit tiny house village that is part of Mayor Katie Wilson’s shelter surge to create 1,000 new beds in 2026 to bring people indoors. The village is located in South Park at 9128 10th Ave. S., Seattle near the cloverleaf interchange by Highway 99 and Des Moines Memorial Dr. S. The Cloverleaf symbol represents good luck, hope, faith, love, and protection. 


Cloverleaf Village is being developed by LIHI in partnership with the New Direction Missionary Baptist Church as the faith sponsor. The village will operate as a 24/7 enhanced shelter with 90 tiny houses, community facilities and amenities. The program will serve homeless individuals, couples and people with pets. The 61,824 SF property is leased from a private owner.


Cloverleaf Village is receiving city funding support from the Seattle Human Services Department and private funds raised by Challenge Seattle. $3 million was contributed by Microsoft, T-Mobile, Starbucks, John Stanton and Terry Gillespie.

The plight of the least fortunate in a community is the plight of all. Providing shelter, food, and help in finding a path forward is not a choice, but a mandate.” 


This village would not be possible without the leadership and commitment demonstrated by Rev. Lawrence Willis, Mayor Katie B. Wilson and Challenge Seattle. Chronically homeless and vulnerable individuals can receive shelter and services to stabilize and make a quick transition to permanent housing. Tiny houses save lives!” said LIHI Executive Director Sharon Lee. 


The village will feature a community kitchen, hygiene facilities with bathrooms, showers and laundry, gathering space, staff and case management offices, and a security pavilion. The tiny house village will be staffed 24/7 to manage operations and ensure safety. Participants agree to a code of conduct and engage in case management services to secure supportive services, healthcare,  employment, and housing. Each tiny house measures 8’x12’ (the size of a small bedroom), and features the following: windows, a door, electricity, smoke detector, insulation, heat, AC, a bed, furnishings, and a welcome kit.


A Community Advisory Committee (CAC) consisting of local residents, business owners, faith leaders, and community representatives is being established. This committee will meet monthly to offer input and oversight of the village. Meetings will be open to the public. There will also be opportunities for community members to volunteer, donate, and support the village.


According to the January 2024 Point-in-Time (PIT) count, there were 16,868 homeless individuals in King County, of which 58% or 9,810 people were living unsheltered. Tiny houses are an innovative and cost-effective solution to addressing the homelessness crisis. In 2025, LIHI sheltered over 1,600 people in tiny houses. On-site case managers were successful in assisting 55% of the households who exited move into housing.
