The Low Income Housing Institute (LIHI) and our partner, Purpose. Dignity. Action. (PDA), are pleased to announce the grand opening of Olympic Hills Tiny House Village located at 3121 NE 133rd St, Seattle. The village consists of 45 tiny houses and serves as an enhanced shelter for individuals, couples and people with pets.

Confirmed speakers at the opening celebration include Seattle Mayor Katie B. Wilson, New Hope Missionary Baptist Church Rev. Dr. Robert Jeffrey Sr., Wellpoint Washington Health Plan President Lisa Bogard, PDA Co-Executive Director Fe LopezGaetke, and LIHI Executive Director Sharon Lee.

“We are thrilled to open Olympic Hills Village and to partner with Purpose. Dignity. Action. on a tiny house village that will shelter up to 45 people, including individuals living outdoors in Lake City. We wish to thank Councilmember Bob Kettle and the Seattle City Council for their leadership in funding more villages. We appreciate Wellpoint Washington for contributing to the cost for 20 tiny houses. In 2025, LIHI sheltered 1,663 people in warm and safe tiny houses. Tiny houses save lives,” states Sharon Lee, LIHI Executive Director.

"I’m incredibly proud to have had our team help secure the funding needed for the Olympic Hills Tiny House Village. Bringing this project to life was a true group effort, and it serves as a powerful reminder of what we can achieve when we work together," said Councilmember Bob Kettle (District 7). "Given the scale of our city’s housing and affordability crisis, this kind of collaboration is essential. I look forward to continuing our work with partners like LIHI and the PDA to deliver the housing and shelter solutions our communities and neighborhoods greatly need.”

“The Olympic Hills Tiny House Village is a real world example of what can be accomplished when neighbors, service providers, business leaders and government officials commit to working shoulder-to-shoulder to address our most pressing community needs. We’re thrilled to be able to pair LIHI’s tiny home village approach with PDA’s evidence-based CoLEAD care model, a collaboration many years in the making. We are especially grateful to the Lake City community for your continued partnership and trust, and we look forward to the work ahead”, said Tara Moss and Fe LopezGaetke, PDA Co-Executive Directors.

“Stable housing is one of the most powerful drivers of health, which is why we have been investing in housing programs for over a decade,” said Lisa Bogard, President and CEO of Wellpoint Washington. “When people have a safe place to live, we see meaningful improvements in physical health, behavioral health, and overall well-being. Olympic Hills Village is a powerful example of how housing truly is healthcare, and we are grateful to the Low Income Housing Institute for their leadership, partnership, and unwavering commitment to helping our communities thrive.”

Tiny houses are a cost-effective and innovative solution in addressing the homelessness crisis. Each tiny house is 8’ x 12’, insulated and has electricity, heat and A/C. A fence surrounds the village to ensure privacy and security for program participants. In addition to 45 tiny houses, there are three staff offices, a kitchen/gathering space, a hygiene trailer with bathroom and shower facilities, and a laundry room. The tiny house village will be staffed 24/7. Clients agree to a code of conduct and participate in comprehensive case management and assistance in securing permanent housing.

According to the January 2024 Point-in-Time (PIT) count there were 16,868 homeless individuals in King County, of which 58% or 9,810 people were living unsheltered.

The New Hope Missionary Baptist Church is the religious sponsor of the village.

The PDA will establish a Community Advisory Committee (CAC) consisting of local residents, business owners, faith leaders, and community representatives. This council will meet monthly to offer input and oversight for the village. Meetings will be open to the public. There will be various opportunities for community members to volunteer, donate, and support Olympic Hills Village. PDA staff are available on-site 24/7 to manage operations, ensure safety, and provide supportive services.

PDA plants seeds for a world rooted in community and care instead of punishment and neglect. Through compassion, coordination and a collective impact framework, we create and implement effective, care-based responses to public health and safety issues. We build public understanding of and support for these new strategies by ensuring they are responsive to the full complexity of problems encountered in each community we work in. For more information about PDA, visit https://wearepda.org/.
